Papua New Guinea National Intelligence Organization (PNGNIO) in consultation with Department of National Planning & Monitoring (DNPM) has formally engaged Airswift to provide HR Consultancy Services to facilitate the immediate recruitment of the National Security Sector Coordination Consultant who will be taking carriage of the implementation of the National Security Sector Coordination Project (PIP No. 05251).

Program Description:
The National Security Sector (NSS) Coordination Program involves the proper coordination, mobilisation and building of linkages through an inter-agency consultative process, key stakeholders operating within the National Security Sector. The NSS is a new sector created by the National Government under its Medium-Term Development Plan IV (2023-2027) . Out of 12 Special Priority Areas (SPA) introduced under MTDP IV , the NSS falls under SPA No. 6 which is enhanced through 6 Deliberate Intervention Programs (DIP), covering PNGDF, PNGNO, PNGICA, PNG Customs Authority, NAQIA, DICT, PNGIPA, etc.;    
Further details of NSSCP can be discussed during the actual interviews and recruitment process.
Responsibilities of the Incumbent:
  • Coordinate and facilitate the timely and effective implementation of the NSSCP (PIP No. 05251) on behalf of PNGNIO and DNPM;
  • Commence an extensive and regular inter-agency consultative process amongst the six to seven (6-7) known agencies making up the NSS;
  • Commence appropriate reviews on existing policies, action plans, legislation and development priorities set by each agency within NSS to assess their relevance, appropriateness, coherence, effectivity and impact in moving the NSS forward;                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                  
  • Conduct a diagnostic analysis of respective agencies to ensure rationality within organisation content that provide for quality leadership, results-driven performance and competent workforce(s);
  • Coordinate a collaborative approach in the proper planning, budgeting and resource mobilisation efforts of NSS agencies to achieve priority development milestones set under MTDP IV for the sector to address changing security intelligence challenges affecting the nation;
  • Strengthen values of transparency, accountability, and good governance.
Key Development Milestones & Deliverables
  • Initiate inter-agency consultation process amongst the key sector players through 2-3 x workshops in 2024.
  • Review and update the 2013 National Security Policy, National Security Action Plan and appropriate National Security related legislation in 2024-2025.
  • Set-up the National Security Sector Secretariat (NSSS) with a lean and effective structure in 2024; and
  • Devise a National Coordination Mechanism (NCM) to serve as the focal point for collaborative and coherence in policy formulation, development planning, program budgeting to be guided by a resource mobilization strategy geared to promote and foster growth within the National Security sector.
Qualifications and Experience
  • A minimum of 10 years of experience in the National Security industry.
  • High levels of integrity.
  • Be a self-starter.
  • A Bachelors Degree in Political Science, or International Relations, or Public Administration, or Project Planning/Management.
